The United States Embassy in Mexico lifted its shelter-in-place advisory for American citizens following widespread unrest triggered by the killing of a high-profile cartel leader. Initial guidance issued on February 22 expanded to include major tourist areas such as Quintana Roo encompassing Cancun Playa del Carmen and Tulum as well as Baja California and other states. Authorities narrowed the restriction on February 24 after operations stabilized and roadblocks diminished.

Violence erupted after a military operation resulted in the death of Nemesio Oseguera Cervantes known as El Mencho leader of the Jalisco New Generation Cartel. Criminal groups responded with roadblocks burning vehicles and disruptions in cities including Guadalajara and Puerto Vallarta. Airports in those locations suspended most flights temporarily with domestic services resuming February 23 and international flights February 24.

The U.S. State Department maintains Mexico at Level 2 advisory urging increased caution due to crime terrorism and kidnapping risks. Quintana Roo remains at Level 2 despite the recent events though experts note localized violence can affect tourist zones.

Travelers receive recommendations to monitor airline statuses and consider alternative routing if direct flights face cancellation.

The incident highlights persistent security challenges in parts of Mexico despite recovery in visitor numbers post-pandemic. Popular cruise ports like those in Quintana Roo show no major disruptions with Galveston-based departures operating as scheduled. Authorities advise checking official embassy alerts before travel and avoiding non-essential movement in high-risk areas.

Canada updated its travel advice on February 24 incorporating details of violent incidents across various states. Both governments emphasize exercising caution while noting that many tourist-heavy regions face lower immediate threats following the resolution of initial unrest.
