If you are budgeting for a stateside getaway, the line items can add up fast. Flights, hotels, and car rentals already take a big bite. Small government fees usually sit in the background and do not get much attention until checkout.
That is about to change for many international visitors. Two separate fee updates are arriving within days of each other. Together they will nudge the total price of entry higher and could affect when travelers decide to apply.
First up is the online travel approval used by visitors from Visa Waiver countries. The fee for the Electronic System for Travel Authorization will increase at the end of this month. As the governmentโs notice puts it, โCBP will begin assessing the new HR-1 fees described in this notice on September 30, 2025.โ
The ESTA price will move from 21 dollars to 40 dollars. The rule also spells out what makes up the new total. It says, โThe minimum ESTA fee for FY 2025 is now $40.โ ESTA remains valid for two years for most short visits, so frequent travelers may still find it worthwhile to apply once and use it multiple times.
A separate change will hit people who need a full visitor visa rather than the waiver. Beginning October 1, a new Visa Integrity Fee of 250 dollars will be charged at the time of visa issuance. KPMG summarizes the policy this way. โBeginning on October 1, 2025, a $250 fee will be imposed on foreign nationals applying for non-immigrant visas.โ Industry voices warn it could dampen demand. โAny friction we add to the traveler experience is going to cut travel volumes by some amount,โ said Gabe Rizzi, president of Altour.
When added to existing charges, the new visa fee lifts the typical total near 442 dollars for many applicants from countries outside the waiver program. Analysts say that puts the United States among the pricier destinations for tourist visas and could weigh on inbound recovery this year.
There are a few more tweaks to know. Travelers who cross by land and must obtain an I-94 arrival record will see their cost rise. The long standing six dollar charge will be paired with a new twenty four dollar assessment for a total of thirty dollars at land ports of entry. In addition, Chinese nationals who enroll in the Electronic Visa Update System will pay a new thirty dollar fee.
If you qualify for ESTA and have a trip on the horizon, consider applying before the end of September to lock in the current price. Applications submitted and paid before September 30 are still charged at 21 dollars. For everyone else, check your timeline and budget for the new visa fee from October. A little planning now can prevent a surprise later.
All told, the extra costs are not massive on their own. But they arrive at a time when travel budgets are tight. If you are mapping out a visit, build these numbers into your plan and give yourself a cushion. That way the only shock you feel is the good kind when you step into your hotel lobby and the trip finally begins.
