International arrivals to Japan reached 3.52 million in November, marking a 10.4 percent increase compared to the same month the previous year.

This figure pushed the cumulative total for 2025 above 39 million, surpassing the annual record of 36.87 million set in 2024.

Visitors from mainland China accounted for nearly a quarter of the year’s total arrivals up to November.
